First, the sewage treatment work has achieved remarkable results

For many years, our city has adhered to the integrated sewage treatment idea of ​​“source collection, process transportation, end treatment, and water environment improvement”, continuously promoted the sewage treatment work, and steadily increased the influent concentration and sewage collection rate of the sewage plant. As of the end of 2019, the BOD concentration of the five sewage treatment plants in Sicheng District reached 65mg/L, an increase of approximately 16% year-on-year. The sewage collection rate was gradually increased to 50% from 37% in 2016, with a cumulative increase of 34%. The density of the drainage pipe network in the four urban districts reaches 13km/km2, which exceeds the average level of 9.5km/km2 in my country.

Second, multiple measures go hand in hand to effectively promote sewage treatment

In the process of sewage treatment, our city works on two aspects: hardware supplementary shortcomings and software upgrades:

(1) Hardware

In accordance with the work requirements of the "Three-year Action Plan for Urban Sewage Treatment to Improve Quality and Increase Efficiency (2019-2021)" promulgated by the Ministry of Housing and Urban-Rural Development, the Ministry of Eco-Environment, and the Development and Reform Commission, focus on understanding the basic situation of municipal drainage facilities and carry out a comprehensive Renovation of municipal drainage facilities and repairing shortcomings to make up for deficiencies, carried out sewage treatment work in four aspects: drainage households, drainage pipe network construction, pump station upgrade and reconstruction and sewage plant renovation and expansion. details as follows:

1. Drainers

One is to carry out systematic investigation, file establishment and connection work of drainage households in combination with the pipe network repair project in the four urban areas. Up to now, 59,048 households have completed the investigation and documentation work, and at the same time, the source of 43.2 kilometers has been completed for the drainage households with misconnections. Pollution improvement work; Second, cooperate with the Municipal Housing Management Bureau to continue to carry out the drainage connection work of the old and reformed communities in Sicheng District.

2. Construction of drainage pipe network

One is to clear the drainage network. Starting from 2017, 2522 kilometers of pipeline network cleaning and inspection work was completed at the end of August 2018. A total of 135,847 defects were found, including 85,891 first- and second-level defects and 49,956 third- and fourth-level defects. The second is the repair and reconstruction of the drainage network. Since 2018, the rehabilitation and renovation of the drainage network in the Sicheng District has been fully carried out, and 2523.8 kilometers have been completed so far. The third is the new drainage network. Since 2017, a total of 629.5 kilometers (including 213 kilometers of inland sewage interceptors) have been completed.

3. Renovation of pumping station

The upgrading and reconstruction work of 26 drainage pumping stations in Sicheng District has been carried out in an all-round way. Up to now, construction has been fully entered and planned to be completed by the end of 2020.

4. Reconstruction and expansion of sewage plant

The first is to carry out the upgrading of three sewage plants (Xiangban, Yangli, Jinshan sewage plants) in Sicheng District in 2017, and it was fully completed at the end of June 2018. The effluent quality of the sewage plant in Sicheng District has reached Grade A standard. Secondly, with the improvement of the process of upgrading the standard, the daily treatment capacity of Xiangban Sewage Plant was increased from 80,000 tons to 90,000 tons. At the same time, the capacity expansion of Lianban Sewage Plant was completed at the end of 2018, and the daily treatment capacity was increased from 150,000 tons to 200,000 Third, the second phase of the Fucun Sewage Plant Capacity Expansion and Capacity Expansion Project has been launched since 2019. Currently, construction has been fully entered, and it is planned to complete part of the main structure of the plant in 2020.

(2) Software

1. Adhere to the scientific concept to guide the work. One is the concept of system governance. The five things of urban waterlogging control, pollution source control, water system surrounding environment control, water system joint regulation and black and smelly water body control shall be considered and implemented simultaneously. The second is the idea of ​​treating both the symptoms and the symptoms. From the source to the end, from the source of the sewage to the sewage source, the repair and reconstruction of the rain and sewage pipe network, the sewage plant standard expansion and expansion to the inland river black and odor control, put it in the end, the plant-network-river is considered as a whole, and the pollution control work is completed The system will treat both the symptoms and the symptoms. The third is the concept of long-term achievement. The black and odorous water body is rooted on the shore, and the core is in the pipeline network. In addition to the plugging (leakage), diversion (flow), repair (recovery), interception (fouling), modification (manufacturing), and repair (short ), should also be included in normal custody. The fourth is the concept of first hurry and then slow. The black and smelly water body has direct sensory response, the masses have a strong response, the pollution interception is easy to go ahead, the pipe network immediately keeps up, the symptoms are also cured, and the steps are "win". Fifth, pay attention to the concept of system construction. A quality regulation, ten technical guidelines, six process quotas and a "factory network river" overall process assessment method were formulated to protect the governance work. At the same time, innovate the "project work method" and "first-line work method", in the pipeline network construction project will transform various governance measures into specific projects, and clarify the responsible person and completion time limit.

2. Strengthen quality control. The first is to establish a two-level quality supervision mechanism between the Municipal Construction Bureau and the construction unit; the second is to establish a pipeline network health degree file, the comparison of video before and after the pipeline repair and the regular review system; the third is to implement the flight inspection system and adopt the "no hello, uncertain" The supervision and inspection method of the route and the end of the straight plug will effectively find and solve the problem; the fourth is to promote the use of ductile cast pipe and other pipes to ensure the durability of the pipeline after construction.

3. Strengthen the assessment mechanism. Formulated the "Full-city Sewage Treatment Work Process Assessment Method (Trial)" in Fuzhou City and implemented it strictly: First, based on the results, the influent concentration and treatment volume of the sewage treatment plant were used as the assessment indicators for the sewage treatment plant and urban area. Drainage pipe network maintenance units, drainage pipe network repair units, and inland river operation and maintenance units conduct assessments. The second is to conduct regular assessments on the working mechanisms of various municipalities, district governments and state-owned enterprises, maintenance and renovation of pipeline networks, etc. The assessment results shall be reported to the Municipal Efficiency Office for inclusion in the effectiveness assessment.

4. Preparation of wading plan

Carry out various types of wading planning and research systematically, carry out the revision of special plans for drainage, the preparation of reclaimed water reuse plans, and the preparation of sponge city construction plans, to ensure that the plan goes first, clarify the work direction and method, and advance the wading work systematically and jointly advance The improvement of sewage quality and efficiency has been effectively implemented.

5. Promote the "factory-network-river" integrated management mechanism
